Deelname aan het seminarie 'Verloren en ontvreemd cultureel erfgoed. De Wit-Russische context', Minsk 5-7 september 2016
De deelname aan het praktisch-wetenschappelijke seminarie 'Verloren en ontvreemd cultureel erfgoed. De Wit-Russische context' kadert in het internationale onderzoek naar de roof van archief- en documentatiemateriaal tijdens WOII. Amsab-ISG speelde een belangrijke rol bij de ontdekking in Moskou (1992) en de succesvolle restitutie door de Russische Federatie (2002) van archiefmateriaal dat naar aanleiding van WOII in ons land in beslag genomen werd door de Duitse bezetter.
Na de praktische afhandeling van deze fase bleef Amsab-ISG het onderzoek inzake de problematiek volgen. Op basis daarvan kwam eind jaren ’90 al een duidelijk spoor naar de Wit-Russische hoofdstad Minsk in zicht. Daar vond het verzamelde bibliotheekbestand (1,2 miljoen boeken) uit de depots in Ratibor (Polen) een onderkomen. In Ratibor bevond zich een van de verzamelpunten van de Einsatzstab Reichsleiter Rosenberg, de grootste culturele rooforganisatie van het Naziregime. De helft van dit materiaal was afkomstig uit de Westerse Bezette Gebieden (Frankrijk, België, Nederland).
De collega's van de Nationale Bibliotheek in Minsk bleken -na vele decennia- bereid om een colloquium te organiseren met als doel de contouren van het door hen bewaarde cultureel erfgoed uit West-Europa in kaart te brengen. Er werden in het kader van dit initiatief bezoeken aan bewaarinstellingen voorzien (zie programma hieronder). Amsab-ISG was voor ons land betrokken partij.
Het initiatief werd omschreven als een ‘praktisch- wetenschappelijk seminarie’. Naast lezingen over de problematiek (op 7 september) was er ruimte voor de uitwisseling van informatie onder collega’s naar aanleiding van plaatsbezoeken (5 en 6 september). Bedoeling was om op die manier een impuls te geven voor internationale samenwerking op dit gebied, met als opties de creatie van virtuele catalogi, tentoonstellingen, digitalisering van handschriften, beschrijving van de collecties, etc.
De aanzet voor het initiatief kwam er na een conferentie vorig jaar in Parijs waar Anatoly Steburako, onderzoeker aan de Universiteit van Minsk een uiteenzetting gaf met als titel: 'Les archives françaises confisquées par les Nazi’s durant la guerre de 1939-1945 et conservées en Biélorussie: restauration de l’unité'. Die uiteenzetting bevatte voldoende aanwijzingen voor een grondiger onderzoek ter plaatse.
Patricia Kennedy Grimsted, een internationale autoriteit in de materie, nam de zaak in handen en vond de Claims Conference bereid om de organisatie die in Minsk in handen was van collega Steburako te ondersteunen. Er was aanvankelijk enige terughoudendheid in Wit-Rusland, maar uiteindelijk kon het seminarie op vrij grote belangstelling rekenen. Belangrijk daarbij was het gegeven dat we ons als onderzoekers opstelden en niet als vertegenwoordigers van belanghebbenden (landen, organisaties of personen). Naast Patricia Grimsted (Harvard University) en Wesley Fisher (Claims Conference) werden er buitenlandse deelnemers uitgenodigd uit Frankrijk (Martine Poulain), België (Michel Vermote) en Nederland (Eric Ketelaar). Die laatste moest afhaken wegens deelname aan de ICA-conferentie in Seoul in dezelfde periode.

"LOST AND DISPLACED CULTURAL VALUABLES: THE BELARUSIAN CONTEXT"

Goal: Study of the problem of displaced cultural valuables during the Second World War. In particular, private book collections and archives lost in Western Europe. The participation of foreign and Belarusian specialists should promote the exchange of relevant information on the state of research on the topic. Meetings with staff members of the largest libraries of Belarus should help to clarify the scope of the problem and bring the impetus for international cooperation in this field (creation of virtual catalogs, exhibitions, digitization of manuscripts, description of collections, etc.).
Participation of specialists in various fields (historians, archivists, philologists, bibliographers), should contribute to the interdisciplinary nature of the seminar and to a more universal approach to this issue. Involvement of experts from the USA, France and Belgium will allow the exchange of information and the organization of a direct discussion with Belarusian researchers.

- Naar aanleiding van de werkbezoeken aan de belangrijkste bibliotheken kregen we een goed gedocumenteerd zicht op het aanwezige materiaal. De deur van de depots werd wijd opengezet en de nodige toelichting ruim verstrekt.
- Het onderzoek naar de herkomst (provenance) research van het bibliotheekmateriaal, dat wel degelijk door de Wit-Russische collega’s werd aangepakt, zal ruimer bekend gemaakt worden door de publicatie van de resultaten van dit onderzoek (ex libris, opdrachten van de auteur) via de website van de Claims Conference. Er werden ook concrete stappen afgesproken voor verder onderzoek. Onder meer door uitwisseling van gegevens over de slachtoffers van de bibliotheekroof (voor België onder meer: Van Zeeland, Hymans, Gilbart, Errera, Gunzburg, Grégoire, de Sturler, Pels, Maier-Astric). Onderzoeksgegevens die ondertussen beschikbaar zijn, maar waar de Wit-Russische collega’s geen weet van hebben.
- Er is de mogelijkheid tot het opvragen van informatie over oude en zeldzame drukken die door de bibliotheken worden bijgehouden (vooral de Nationale Bibliotheek beschikt over een uitgebreid en rijk ‘Rare Book Department’). Onderzoek naar de herkomst van bibliofiele uitgaven is in die situatie niet evident. Verdere stappen daarin kunnen bekeken worden met de collega’s van de Vlaamse Erfgoedbibliotheek.
- De verdere opzoekingen in de Nationale Bibliotheek (8 & 9 september) met focus op de handschriften brachten aan het licht dat blijkbaar slechts een vijfde van de bewaarde handschriften geïnventariseerd zijn. Vele steekproeven in het pakket dat wel voor consultatie beschikbaar is (in de twee dagen volgend op het colloquium), bracht niet het verhoopte resultaat. Een werkafspraak met de collega’s van de bibliotheek moet garantie geven op een verdere exploratie van dit pakket.
- Zoals vooraf zeer duidelijk gesteld is restitutie niet aan de orde. Herhaaldelijk werd de boodschap gebracht van de grote verliezen aan cultuurgoed naar aanleiding van WOII. Hoewel compensatie volgens het internationaal recht niet aan de orde is, werd daar toch impliciet naar verwezen. Bovendien werd duidelijk gesteld dat er voor teruggave van cultuurgoed geen wettelijke basis is in Wit-Rusland.
- Wel werd de wens uitgedrukt om via andere vormen van samenwerking (online publicatie van gegevens, digitalisering) verdere stappen te zetten.
- Als epiloog was er een interessante informele ontmoeting met collega’s van het Nationaal Museum die bereid bleken tot een gesprek in verband met de kunstroof. Een aspect dat zo mogelijk nog gevoeliger ligt.
- In elk geval werd er een operatief netwerk geïnstalleerd dat de mogelijkheid biedt om verder informatie te delen en verder te bouwen op de vaststellingen die naar aanleiding van dit initiatief aan de oppervlakte kwamen.
